Attention! BIS in India conducts parallel testing of electronic products in the catalogue and will permanently implement it

On January 9, 2024, BIS issued a parallel testing implementation guide for electronic product compulsory certification (CRS), which covers all electronic products in the CRS catalogue and will be implemented permanently. This is the pilot project of mobile phone terminal battery and mobile phone itself released on December 19, 2022, and the addition of 1) wireless headset and in-ear headset and 2) laptop/notebook/tablet computer into the pilot list on June 12, 2023, which has implemented parallel testing on a larger scale.

How exactly does the manufacturer operate?

1. Test phase

◆ All products that need to be registered in BIS-CRS can be tested in parallel in BIS-approved laboratories;

◆ In parallel testing, the laboratory will test the first component and issue a test report;

◆ In the CDF of the second part, it is no longer necessary to write the R-num of the first part, only the name of the laboratory and the test report number need to be mentioned;

◆ If there are other parts or final products in the future, this procedure will be followed.

2. Registration stage

◆ BIS Bureau of India will still complete the registration of parts and final products in order.

The manufacturer shall bear the risks and responsibilities caused by parallel testing.

When submitting samples to the laboratory and applying for registration to the BIS Bureau, the manufacturer needs to make a commitment covering the following requirements:

1. The manufacturer will bear all risks (including expenses) of this parallel test scheme. For example, if any application item is subsequently rejected due to sample test failure or incomplete report, etc. The BIS Bureau has the final decision.

2. Manufacturers should not supply/sell/produce products in the market before the products are registered effectively (BIS number).

3. The manufacturer shall apply for parts change immediately after obtaining the valid registration of the product. (Report the valid BIS number in the next report)

4. If the parts belong to the products listed in the compulsory registration product list, the manufacturer shall be responsible for each related part involving the BIS registration number.

5. The manufacturer will assume the responsibility of linking all parts with the final product.

The following examples of procedures to be followed are given to illustrate parallel testing:

Mobile phone manufacturers need batteries, batteries and adapters. All these parts are in the product category controlled by the compulsory certification list, so they can be submitted to the laboratory approved by BIS Bureau for parallel testing.

1. BIS laboratory /BIS accredited laboratory can start the battery test without the BIS number of the battery. The laboratory should fill in the laboratory name and test report number in the final official report of the battery to replace the BIS number of the battery.

2. In the same way, the laboratory can start the test of the whole mobile phone when there is no BIS number of the battery, battery and adapter. The laboratory should fill in the report number and laboratory name of these parts in the official report of the whole mobile phone.

3. The laboratory should evaluate the battery test report and issue the battery test report. Similarly, the laboratory should evaluate the test report of the battery and adapter and issue the test report of the whole mobile phone.

4. After parallel testing, the manufacturer can submit the items of parts to BIS Bureau to obtain the application for product registration of parts.

5. However, BIS Bureau should follow the approval sequence of certificates. For example, the approval of the whole mobile phone can only be approved after all involved parts are successfully registered.
